What to build

The List hub AppBar gains a refresh control that refreshes the Drawer tree and the current Selection’s headlines together — the same work as pull-to-refresh. Pull-to-refresh remains available.

Acceptance criteria

List hub AppBar exposes a refresh control
Activating it refreshes Drawer tree and headlines for the current Selection (same outcome as pull-to-refresh)
Pull-to-refresh still works and still refreshes Drawer tree + headlines
Refresh remains usable while mid-list (no need to scroll to top solely to pull)
